Delegate Folk moved to amend the bill on page 2, section 1, line 8, by inserting after the word “authorized” the following:  “with the following amendment set forth below:                                                              On page 2, paragraph 4.1, by adding a new subparagraph 4.1.c to read as follows: ‘Any new stationary source manufactured, built, sold, and used in the State of West Virginia shall not be subject to this Rule.’ ”
